Strengthening Governance in Asia Pasific: Myths, Realities and Paradoxes
Governance research is inundated by a number of myths which overvalue the private sector and miscalculate the ability for efficiency in government ignoring the fact that all organizations, public or private are bureaucracies. The concern then is about calculating the aggregate cost of output through a composition of its activities, and comparing it with what another organization located in a culturally different environment achieves, or is able to accomplish. Comparisons amongst countries in the Asia-Pacific, form the core argument for administrative reforms and strengthening governance.
The present book takes stock of the current state of governance in the region and suggests means to achieve improved governance within country-specific contexts Development in the Asia-Pacific countries is marred by corruption, lack of transparency and equity. Concurrently, market liberalization and unregulated operations of multinational corporations have resulted in further marginalisation of the poor and disadvantaged in the region. This book brings together the wisdom and experience several innovations and best practices in governance reforms to solve issues involving integrity and ethics in service delivery. It also suggests linkages amongst the nature bureaucracy, state capacity and civil society participation which shape governance patterns across the region. Specific themes covered include: the role of governments in the social protection in an era of globalisation and marketisation; country level intiatives to fight corruption; the role of information and communications technology in improving governance; fostering public accountability and transparency; and women-led initiatives that lead to people-centred public policies. The process is not as simple as it may appear, as it requires shedding and cropping around the chambers of decision making ents with the idea of increased visibility for a meaningful sharing o in governme knowledge and information.
